Fleet hacker - reported but not banned for months

My ally-code is 328-951-336, username DespoticDanks.
There has been a very blatant hacker in my fleet shard clearing relic Malv and even Executor teams with his very low-balled team. Multiple top players in my shard have reported him, but he has gone unbanned for months. Hoping a forum post might give a bit more visibility so that he finally gets banned. I am not able to find his ally-code, but hopefully he can be identified through my ally-code provided above.
