Dread Disk Broken?

Dread doesn't seem to count kills for the 20 kill feat. I've tried it with all debuff disks removed and doesn't seem to work. The enemy is less than 50% health and dies after fear expires but the counter stays at zero. Have a video if CG would like to see.
