Rise of the Empire bug

Please fix the rise of the empire raid bug where if you use democracy three times, the leader can't be defeated. I've had to forfeit two battles now because of this bug and its hurting my guild's progress. I've seen many people post about it already and it needs to be fixed.

I’ve used democracy 3 times with several lineups and the bug hasn’t happened. It’s only happened to those who triggered JML’s ultimate.
Just not with JML ult.
