At what lvl does first order's return fire ability grant 100% counter?

Mine's only at lvl3 and has 35% (at 4 it's 50%).
What level does the ability grant 100% counter?
Just faced a lvl 71 FOST in GW, and that high HP plus 100% counter is pretty handy.
(On a side note: FOTP is god-damned deadly even at 3*.... 13K DMG on first round... And that's from his normal attack. Combine that with phasma-lead and he assists whenever he pleases with that attack)

at level 72, it goes to 65%. 82 will increase it another 15%, but it currently does not go to 100%.
