  After obtaining more ability mats, the button unlocked. I guess it just messed up on the first quantity confirmation.

  There is a third category of ability mat that you can't see unless you scroll down. That was likely it.

  Upon more research and running into the problem again, the issue seems to have actually been that the level requirements were not yet met but it showed otherwise. Her attack ability needed level 38 to unlock and her leader needed 40. ALL mats were had, so it must just not be displaying the level requirement properly.
