  The amount of shards it takes to unlock a character initially tells you how many stars they'll start out with.
  
  10 shards = 1*
  25 shards = 2*
  50 shards = 3*
  80 shards = 4*
  
  Also, the amount it takes to upgrade any character to 4* from 0 shards will also be 80, because upgrade costs are the difference between your current tier and the next tier. So it's not necessarily a waste of time to go for lower star characters if you have a plan with their abilities.
