It was a tag created early in development and currently has no purpose. Since it was such an old tag, I think they just didn't bother to give it to Biggs and Leia
The droids having realized that they were going to lose the war, took a page from other droids in other galaxies far far away and put living tissue on some of their newer models. Passing for "human" these droids infiltrated the Rebels as sleeper agents.
