Luke Bullseye being dodged

Has anyone else seen Luke's Bullseye special getting dodged fairly regularly? I'm noticing maybe 1 in every 3 shots getting dodged, sometimes 2 or 3 in a row being dodged by different characters. Not what I'd expect from Luke who's supposed ro be a great shot and from an ability called 'Bullseye'

    Seems like you're just unlucky. My beef is it seems like the thing never crits, and when it does the stun is resisted.... but that's the problem with moves so reliant on RNG :/ I'm hoping if I pair him up with a crit based leader he shines a little... but that's just my own theory.
