Military Might is a rare event. I do not know but I think it will be every 6 to 12 months. Its been only about 3 months sence the last one.
Keep working in your toons in the mean time, so when it does come back, you can finish it and enjoy the spoils .
TFP will make those teddy bears pay for their crimes against the empire.
