Not if you can only buy one pack. Most of them will only drop 10 shards of each character. Much better to spend those crystals on refills, unless you have deep pockets and don't mind spending.
Shoretrooper is only really good in an Empire team anyways. Lots of people throw him in with Wiggs/Lando teams and to me, they are way easier than teams with Baze or STHan.
