  I'm gonna go out on a limb and say CLEARLY crit-chance. Reading over her abilities they nearly all hinge on critical hits being critical hits.

  Don't need to mods for Hera, her leader ability is all she needs.
  
  But really, I think all she needs is survivability so she can use her specials, and speed, the answer is always speed in this game.

  She has very high resistance and high armor, so defense mods will be key. Just to prolong her reviving and assist calling as much as possible
