Okay, I read the idea somewhere else on the forums but modified it.
Level 60-80 in one server and 81-85 in another.
You choose faction (LS/DS), base planet (Coruscant, Lothal), and target planet.
Phase 1- Purge
Everyone on same Base planet fights against enemy faction. Some facilities are there, like comm base, factory, etc, and capturing them gives you a bonus. Factories allow you to send in vehicles (one per attack) (5 attacks per day) based on your affiliation (eg AAT DS , AT-AP LS, etc.) that deal massive damage. Comm Bases give allies TM removal immunity and 2% TM whenever a unit attacks. Destroying enemy captured facilities debuffs them, so it is a gamble to capture them, as losing the main City Battle means defeat. So if DS destroys LS Comm Base, all LS on planet will lose 5% TM when attacked. So attack these facilities wisely, as not being able to put a good Defense team means your entire faction getting debuffed.
Winning City Battle means 'Purging' planet, granting you a win.
To win City Battle, there will be a headquarter target in the background. Target it by tapping on icon and destroy it.

Fight all enemies having base on your target planet. Starts with fleet battle.
Fleet Battle-
Choose your Offense fleet. Attack enemy fleet. Aim is to destroy enemy Capital Ship. The main target is Bridge, but there is Comm Tower and Shield Generators and Engines. Having an active Comm Tower Reduces time to reinforcements, immunity to TM loss and debuffs. Inactive means losing all the buffs and losing TM whenever attacked. Shield Generators boost defence. Destroying it grants destroying side extra Offense against Enemy Capital ship. Active Engines boost evasion and speed. Destroying it means 0% evasion by capital ship, except foresight. First to destroy Bridge wins Fleet battle.
Same as Phase 2- only now you have the facilities active and have to defend City Headquarter and Facilities.
Whichever side wins more planets, succeeds in defending it from being recaptured and recaptures its own planets wins.
For eg DS captured 5 planets (P1 purge=capturing, P2), succeeded in defending 4 (P3) and recaptured 3 bases (P1 base planet) (done by AI) (winning in P3).
For eg LS captured 6 planets (P2), succeeded in defending 2 (P3) and recaptured 1 base (P1 base planet) (done by AI) (winning in P3).
This means DS has 7 planets, while LS has 3. So DS wins.
Another issue, that for all the planning and everything in here, it's still just arena with a different color bow on it.
The other issue is the groups are ok they would still need to be matched a little based in power and we all know how effective that can be.
Judging from complaints about GW, I'm not sure that will work in reality
DS players get 3 star variant instead of 1 star variant.
LS players gain 5 star variant instead of 4 star variant.
