I know what the abilities state, and how they work. The argument is the word "always". FWIW, you quoted the wrong abilities from the two toons who caused the negative status effects in the pics above.
There's other mechanics in the game that work the same way. Anything with "can't" takes precedence.
Correct, but the word "always" needs to go to be more truthful in advertising. If you state "always", by the very definition means "at all times". Words' lives matter.

tenacity up states the buffed character will always resist negative effects, if the negative effect cannot be resisted then it has no effect
I don't see an issue. Even if you always resist, it can still be bypassed.

All I'm asking is for that word "Always" to go. It should only state "Resists negative status effects" or "Can resist negative status effects".
"Always resists" versus "Can't be resisted". Imagine if the "can't be resisted" could be resisted, and the uproar that would bring.

Left by design. The fixed payout times are the worst part of this game and makes it absolutely family-unfriendly.

With foresight you are garuanteed to dodge the next attack but there are plenty of debuffs that can't be evaded.
