Tenacity up gives +99,900 tenacity, so no, new set bonuses can't touch that. But in other situations new set bonuses could make a difference...even with your team, defense sets might come into play more. I don't think we can predict the full effects yet.
But with 6e and slicing in general, all stats have the potential to bump. Again, the degree to which this will affect arena remains to be see. But I think it's safe to say those who don't slice will get left behind.
