What could be considered is having the current turn meter reduced by 30% (15tm - 30% = 10,5%). But that's stupld as well.
The only correct answer is: the target lost all 15% and is back at 0%.

Why would a turn meter reduction give him MORE? I don't understand where you think they might be at 85%?
I'm guessing he was thinking it might work like a clock where if you turn back the dial 25% from 5PM the clock would read 4:45PM.
