Is Gear Tier 10 Gold or is it still Purple?

12 is Gold

I have one character at tier 10 upgrading to 11. 4 of the 6 pieces are purple and 2 are gold gear icons with question marks in the middle.

11 is the highest now, only a few characters can get there.
