Simple question on activating/starring up

Sorry if I should know this, but I'm impatient so I've never tried...

Let's say i have a 5* character. It costs 500k to 6* him. If I wait until I have enough shards to jump from 5* straight to 7*, does it cost 1.5 million? Do I have to click it twice?

What if I just never activate a toon?

Have to click it twice, for a total of 1.5mil. Once you activate a character with excess shards you will have to use credits individually to star them up

Does the same thing go for activating a toon? If it costs 80 to activate and it have the 65 shards for the next star does that take two transactions as well?
