For freeeeeee! Most players won't even need the rebel packs to 7* the old man.
They did a retune with yoda and that didnt work out well lol
I'm looking forward to the Yoda event in all it's nerfed glory! I'll (hopefully) be able to 7* that **** with very little investment in my Jedi. When I first did it back in Feb, I tried for days to beat 6* and finally did it 3 hours before event closed.

No one knows but will be a rare event.
Yoda was released as a continual event, Emperor as a rare event. Don't compare the two and don't expect anything soon.
