Rancor P2 Devour cooldown

This is supposed to start on cooldown right? I've had 3 straight heroic rancor raids where P2 starts and devour isnt on cooldown.

its a bug, i happens to me all the time oth p2&p3 usually
ive posted in the bug forums a few times and its being looked at
happened again to me today, only p3 and i it could be due to if you are in a previous phase if someone else finishes that phase it bugs out rancor devour cool down for you for the next phase
eg i wasnt in p1 today when p1 finished, p2 was on cool down
i was still in p2 today when p2 was finished, p3 wasnt on cool down
it sucks hope they fix it soon

I have noticed it's when I go into P1 that it shows up on P2. I'll post in bugs as well

It happens if you commit damage in a phase after it has already been completed.

Not only that, but it does it on AAT too, so be careful. If you commit damage in P1 after it is complete, the AAT starts with dots.
