Speed over Maul leadership

I play with resistance squad. My POE have 248 speed
Today in arena I was facing full Sith quad under Maul leadership. What was weird is the fact that enemy EP with speed 201 was doing fist move. What the hell ? Maul gives him 20% of speed so 201 + (201*20%) = 241 < 248.

Can someone explain me or I miss something ?

it's 1.25x speed

It's 201/0.8 which = 201/(4/5) which = 201x(5/4) which = 201x1.25

This ^^ he doesn't give speed he gives Turn Meter (TM). 20% tm = 25% bonus speed
