Tier 3 Health Mods Challenge

So for this whole past month I've been farming pretty much nothing but Tier 3 Health Mods Challenges and I'd say 40% of my rewards are 3 star health mods and the other 40% is the MK-V-E Health Transmitter Square with primary offense no secondary or circle with defense no secondary. Just looking at other player's mods and fellow guild members (not level 85) have more 5 star health mods than I do. I understand some people might pay for extra turns but not sure if I just have ridiculously terrible RNG or if it's an actual bug.

I have horrible RNG in all mod challenges. Most of the good mods I have came from shipments.
