Members without Guild Chat

Is there a way to tell if a member of a guild does not have guild chat (age)? I have a member who does not follow the guild rules with raids and I will probably kick them but I at least would like to know if he/she is ignoring the rules or doesn't even see them.

They already censor the chat, why would they hide it?? I wasn't aware this even existed
