What level to buy zeta materials?

I'm sorry if this has been covered, but I looked and can't find the answer. What level do you need to be for zeta materials to show up in the fleet shop?

I'm 80 and I still haven't seen one. Thanks in advance!

Lv78 to farm zeta. Lv81 to buy zeta. Lv82 to use zeta.

A lot of inconsistency. And very annoying EA! If I have earned the materials why not let me use?
