The only one I know for sure is speed. A 5 dots gold mod can start with 5 speed and could (in theory) gain 5 more 4 times for a total of 25 speed. But how high has anyone actually got speed? 20?

Guesses per increment below based on my mods (max stat is 5 times those numbers):
Speed: +6. Fact. My max is 14 ( )
Crit Chance: +2,5%? My max is +7.44% (it is at least 2,13%)
Potency: +2,5%? My max is +5.6 (it is at least 2,17%)
Protection: +800-1000? My max is +2990 on a toon with 10 speed (at least 786)
Protection: +2%. My max is +5.21%
Health: +500? My max is +943
Health%: +1%? My max is +3.06%
Offence: +50? My max is +153
Offence%: +0,5%? My max is +1.25%
Defence: +10? My max is +32
Defence%: +2%? My max is +5.2%
Tenacity: +2% My max is +5.62% on a lvl 9 mod with 780 Protection
Guesses based on primary stats:
We know both the max Speed primary (30) and secondary (6). There is a factor 5 in difference.That would give the following from the other stats.
Crit Chance: +12% 1/5 is 2,4%
Potency: +24% 1/5 is 4,8%
Protection%: +23.5% 1/5 is 4,7%
Health %: +5.88% 1/5 is 1,2%
Offence: +5.88% 1/5 is 1,2%
Defence: +11.75% 1/5 is 2,4%
Tenacity: +24% 1/5 is 4,8%
Some of these match my observations quite well (Crit chance, Health% & Defence%) while others are off by a factor 2 (Potency, Protection% & Offence).

I got some speed mods with +6 speed. So if you start with a +6 as base, add +6 for green, blue, purple and gold = 6+6*4=6*5=30... My theory is that the maximum secondary is the same as the maximum primary (so 5,88% for HP/ATK, 30 for speed... But Potency e.g. cannot reach 24% IMO... So not sure if my theory is correct or not)
