R2 protection not correct?

So, my R2 has a full set of mods with % increase to protection primaries and also secondary increases to % in protection, but when I look at his protection, he's only getting credit for flat values on my mods. He should be getting an increase of (3) 23% and numerous random % values from secondaries. Anyone else experiencing this at all? Maybe my mods are bugged out?

Is he at least gear 7? Percent protection only looks at base protection, not protection from mods.

Is he higher than gear 6? If so there is a glitch. If not, only flat protection applies.
