Unlocking characters via shard collecting

Hey! Just wondering if I save up X amount of shards to unlock a character, let's say 80 shards for sidious.. Does he start at 1 star? Or does he start at a higher star rating. I know if you buy packs with real money the characters start usually at 3-4 stars..

80 for 4, 65(?) for 3 30 for 2 I think, along those lines

The shard requirement determines the star rating

Opening rates
10=1*
25=2*
50=3*
80=4*

After they open at those shard requirements
65 to get to 5*
85 to get to 6*
100 to get to 7*

80 is 4*
50 is 3*
25 is 2*
10 is 1*

Regardless of how many shards it takes to unlock them, it takes 80 shards to get ANY character up to 4 stars.

So then sidious starts at 4 stars once you unlock him thru arena shipments? I've just seen some 2 and 3 star sidious characters as allies I can pick from.

Those would have to be game generated random characters.
