R2s improvise bugged?

Yesterday I was in an arena match vs zgqj, zbm yoda, gk, r2 and aayla. Their entire team had foresight and tenacity up as yoda went first. My r2 goes next I hit improvise to clear foresight, and boom exactly nothing happens, no damage no foresight cleared, nothing. The ability states "deals special damage and inflicts burning, this attack can not be evaded". Burn should not stick because of tenacity up naturally but I feel this is a bug as dealing special damage should definitely clear foresight. Please check into this or correct me if I'm mistaken on the mechanics, thank you.

It can't be evaded, so it does not consume foresight. You should've noticed some damage though.
