Is the new mod drop rate permanent?

SO i have no reason to believe it isn't, the wording seemed fairly clear, but alot in my guild are asking, and i saw this on reddit

I have heard from Kozispoon that the new Mod Drop Rate is in fact permanent. What this portends for any mod stuff coming down the line remains a mystery, but we can be happy about it!
Actual quote: "regarding the mod drop rate. I've asked everyone, told them to sign binding contracts in blood, and have their statements recorded- its permanent""
