For me the event hasn't started yet but when it does are you allowed to chose any tier you want or do you have to start with one? I heard you can only do one tier though and it closes but does it reopen eventually so you can do the other tiers?

The event lasted half n hour I think
It opens again 3 hours later. I'm not sure if the same tiers/rewards will open in 3 hours.

I could only do 1 tier and it said event "complete"

Yes, surely. Check the rewards listing and decide which one you want to play.
