Please allow any guild officer to change the chat banner

Currently, only the guild leader can do this. Our leader is usually great, but right now she's super busy with RL and can't put any time into the game. The other officers, myself included, would love to be able to change the chat banner, the message at the top of the guild chat screen, but we can't.
