Is tenacity up supposed to prevent Vader's ability block on Jedi?

This happened to me the other day while doing GW, I know foresight doesn't stop Vader's ability block, but I wasn't able to apply it to a Jedi with tenacity up. A shardmate also said his Boba's rocket was evaded the other day. Could it be that there's some problem with "non resistible" abilities?

Tenacity up on Jedis will not stop Vader's ability block, but there is only an 80% chance for him to apply it. So maybe it wasn't resisted, maybe it was just one of those times it didn't get applied.

Boba's rocket is only unavoidable at level 8. That could be the problem there.

Okay, I thought it was 100% for Jedi, thanks for the clarification
