Fleet Arena Rewards Refreshing

I've been testing out the refresh system and have noticed that it's definitely on a scheduled cycle AND no matter where you are in the cycle IF you pay to refresh it will always load the "first page" so to speak. If paid for a refresh 5 times now. Sometimes 50, and sometimes 100. It has always loaded the same page. Has anyone else seen the same pattern? If it's different for you please comment so we can all benefit. Thank you.
