Basic question on advancing turn meter

Hello,
If a char has say, 90% full turn meter and another char gives that ally 15% turn meter....are they capped at 100% and then a reset? Or do they have an extra 5% added after their turn ?

They get capped at 100%. Once you hit 100% you hit 100% doesn't matter how much more you could've gotten. If you have a character at 60% TM, 78% TM, and 99% TM and Phasma uses Victory March, all of them gain 50% TM and would all be at 100% TM. And then because all three of them got to 100% TM in the same action, even though some were closer, its RNG that determines who goes next.
