R2-D2 Improvise vs. Foresight

I've noticed that R2-D2's Improvise ability will apply damage to targets with foresight, but not clear foresight. I know the damage application is intended (ability clearly states that it cannot be evaded), but is it typical that damage that cannot be evaded will not clear foresight?

    Vaders basic will hit for damage against Jedi with foresight but it does not remove it, I would hazard a guess that's wai

    It is WAI, since they can't be evaded it bypasses foresight and thus doesn't use it up.

    The same thing applies to EP's 'Let the Hate Flow'. However, it doesn't state specificaly that it can't be evaded, but if it can, then there is an inconsistency — otherwise not.

    "Let the Hate Flow" steals health, it's not an actual attack. It's not subject to missing, therefore doesn't consume foresight.
