Thrawn's Basic Attack

So after re-reading Thrawns basic attack several times, I feel like it should be a unique? If something is under the basic attack of a character it should pertain to that specific attack imo.

The text though applies to all Empire allies that deal special damage and to me that feels more of a unique effect than text added to a basic attack.

Am I interpreting this wrong? If not than that's my opinion on the text.


EDIT: I should have posted this in character feedback. If it can be moved.

    What's with the "Characters:" in the beginning of the text for? That's what threw me off. what's that there for

    Read it as "If used on an opposing character:"

    It differentiates from raid bosses.
