Am I wrong that Thrawn is the only zeta leader that requires 13 omegas instead of 10? I always though the breakdown went like this : 10 omega for lead, 13 for unique, and 16 for specials.

Whether it's worth it or not is beside the point. Up until Thrawn all zetas followed the same pattern.

All zeta special abilities required 16 omegas.
Who knows, but I'm hardly surprised since Thrawn is prob the most expensive and PITA legendary toon to get, so slapping on an extra 3 doesn't seem to deviate too much from what's expected (not to say it's not setting a precedent)

Nihilus lead is 10 omegas and his unique is 13 omegas. The same as all other zetas. Thrawn is the only anomaly.

Both of R2s zetas are uniques. Not specials. Hence, they are both 13.
