Shoretrooper is decreasing his own Maneuver cooldown

While running Shoretrooper in the raid and trying to lock down the solo team, I've noticed that he is reducing the cooldown of Maneuver whenever he loses buffs. However, the mechanic for this is tied to his Taunt ability, and not his unique. Is this WAI, or is it a bug?
