If I were to go into developing tarkin would this do anything to improve the power of his starship? I'm trying to prepare a dark side ship fleet and want to know if working on him will do much for his executrix.

Yes, leveling/gearing up Tarkin while putting level 15 4/5 dot mods on him will improve his ship stats power.
