Purchases without receiving items

I have spent probably $1000 at least on the game. I continue to buy the 2320 crystal player pack. Multiple multiple times I have gotten the same character as a few of the shards and character. When it does it will give me say 25 shards bringing player to say 90 but then next character is same and it just redoes up to 90 isn't adding an additional. Most recently cad bane. But this has happened probably 15 times so I am owed probably 375-400 total character shards for various characters.

Now everything has gotten worse and my entire game which has further progressed and cost more money.
