Fleet arena not pvp??

Why don't fleet arena count towards a pvp attempt? Are you not vs another player??

There is a separate daily activity for Fleet Arena.
It's 2 squad arena attempts and 1 Fleet Arena attempt.

Additionally, they already reduced the squad arena daily from 3 to 2.
