Color known as MOD quality
There are 5 possible quality:
E - Grey (worst)
D - Green
C - Blue
B - Purple
A - Gold (best)
Color means ?
- Grey MODs can have only Primary stat on level 1
- Green MODs will have Primary and one Secondary on level 1
- Blue MODs will have Primary and 2 Secondaries on level 1
- Purple MODs will have Primary and 3 Secondaries on level 1
- Gold MODs will have Primary and 4 Secondaries on level 1
Upgrade and color
- All MODs can be upgraded using Credit
- There are 15 levels for upgrading a MOD with Credit
White (light blue) MODs
- Levels 3, 6, 9, and 12 unlock a Secondary
- 4 levels from 15 to unlock Secondaries
- 11 levels to upgrade Secondaries/Primary
Green MODs
- Levels 6, 9, and 12 unlock a Secondary
- 3 levels from 15 to unlock Secondaries
- 12 levels to upgrade Secondaries/Primary
Blue MODs
- Levels 9, and 12 unlock a Secondary
- 2 levels from 15 to unlock Secondaries
- 13 levels to upgrade Secondaries/Primary
Purple MODs
- Level 12 unlock a Secondary
- 1 level from 15 to unlock a Secondary
- 14 levels to upgrade Secondaries/Primary
- All MODs will be Gold at level 15
Gold MODs
- All 15 levels used to upgrade Secondaries/Primary
Conclusion:
- Gold MODs at level 1 have the higher chance to offer greater values for Primary and Secondaries because you can use all the 15 levels just for upgrade
Tip: Green MODs on level 1 will have the highest chance to have their known Secondary upgraded.
If you see in Store a Green MOD at level 1 with a rare/good Secondary then it can be more useful and valuable then a Gold MOD level 1.

The value of the primary only depends on the dots and mod level. No influence at all from the color at level 1.
Every mod will have 4 different secondaries at lv 12 and these won't change anymore.
White mods unlock their secondaries lv 3,6, 9 and 12.
Green upgrade the known secondary lv 3 then unlocks the others lv 6, 9 and 12.
Blue upgrades lv 3 and 6 one of the known secondaries and unlocks new secondaries lv 9 and 12
Purple upgrades lv 3, 6 and 9 one of the known secondaries and unlocks the last lv 12
Gold just upgrades lv 3, 6, 9 and 12 one of the known secondaries.
Which secondary is upgraded is random, thus the chance to have the desired secondary upgraded 4 times for a gold mod is just 1 in 256.
