Does Tusken Shaman need potency ?

I'm not sure, but TS basic says 100% chance to inflict debuff, does it means that it will always apply the DOTs (minus the 15% flat chance to resist ?). If so, does he need a potency cross ?

Yes, TS needs potency. He has a 100% chance to attempt to apply the dots. They still need to go through a potency/tenacity check.

Only those where it is written "cannot be resisted" dont need potency (for that attack)...
