Thrawn not countering

Well, i used some zeta materials in thrawn for his unique ebb and flow. Though i am noticing a significant number of times he suffer either direct damage or aoe damage and does not counter.
And these instances are outside of him being dazed or the opponent beinf stealthed.


Does anyone else have this problem?
