Yoda tenacity not working

Was just in a PVP match with all jedi and I used Yoda's tenacity buff and I was affected by all debuffs. Palp was able to stun me and vader also put debuffs on me while tenacity was still up.

Did you also have tenacity down?

Oh, and also, Jedi can't evade or resist Vader's basic attack.

No tenacity down, only tenacity up, vader used his 2nd ability and I got all his debuffs, speed down and dots.
