R2 was easy to obtain as it didn't cost you any energy or currency. You just needed other toons for other game modes.
Old Ben on the other hand you had to make an active choice to farm him and disregard other characters and mods. He was useful once upon a time in the Dodge meta and thats about it.
Another interesting note. I'm from a January 2016 server and of the 10 or so inventories I checked in the top 10 nearly everyone didn't have Old Ben unlocked. Only 3 had him at 7*.
He's going to be a popular guy the next few weeks.
