Can you unlock CLS at 5*?

I can only unlock r2 at 5* so will I be able to unlock Luke at 5* with my other characters being a minimum of 5* also?

    No hes 7* release or no dice
    Check your inbox it describes the requirements
    Perhaps there will be rewards for getting them all to 5* or 6* but no luke
