Drop rates for Old Ben and Luke Farm Boy

So I don't know if this is been discussed before but since hearing about this recent update I've been trying to farm these two characters because the recent event requires them to be Seven Stars now up until this update these characters have been of poor performance through the entire game no more likely entry-level characters but now since the upgrade they're very important and crucial and it would seem almost near impossible to get them by now since they've never been really viable late game so I've been trying to farm them up and I've had the poorest drop rates to date

I hope there's some way to make up for not getting these two characters sooner in some sort of event.. I hope I wasn't the only one being left out because the two characters were least viable in Arena and otherwise

tl/dr : strong hints that there's going to be something to help, but don't stop the farming.
