Like should have +100% tenacity when he doesn't have call to action (I zeta'd this). However, he has been exposed by Poe and burned via R2. How is this possible?

100% Tenacity does not mean immunity to debuffs. Opposing characters have enough Potency to reduce your chance to resist.
