Like should have +100% tenacity when he doesn't have call to action (I zeta'd this). However, he has been exposed by Poe and burned via R2. How is this possible?

Because 100% tenacity does not garuntee you will not get debuffed, the formula,is ten - pot = min 15% chance to resist no matter what, ie 100% ten minus 85% potency is 15% resist, or 100% ten minis 45 pot is 55% chance to resist, and the min chance to resist is 15%, even in a 100% ten minus 95 pot is 5% rounded up to the base min of 15%,

And this is the reason that zeta is not that great.
