Based purely on the numbers I'd say cantina, 10 refreshes is gonna get you about 75 mods vs the 7 you'd get in a pack, yes 1 is a garenteed gold but I think there is strength in numbers

Chance to get better mod : mods pack, bcause there is no gray mod. U buy the pack with guarantee secondary stats.

Cost effective : Cantina
There is no guarantee to get speed secondary in mods pack, so do in cantina. But hey, u only cost 300 crystals in 3x cantina mod challenges. If u not satisfied with the result, u can try again tomorrow. Still more cheaper with same RNG method in mods pack.

I'd say the rng is similar. A week of mod farming or 2 packs usually yields 1 good mod. (Bought over 25 packs and spent months mod farming)
